Tobacco Circular by UGC and its interpretation by JNU Administration.

UGC has imposed ban on Tobacco Products effective from Oct 2006. In that view I made a complaint with Vice Chancellor of Jawaharlal Nehru University.

And I was given following reply which does not seems to comply with the UGC circular.

१) दिल्ली को, फ्ल्योवेर्स देने के नाम पर परेशान करने के लिए।
२) दिल्ली को, ट्रैफिक कम करने के नाम पर परेशान करने के लिए।
३) दिल्ली मैं इंधन सस्ता कर, सार्वजनिक वाहनों के किरायों मैं वृद्धि कर, ट्रैफिक से निजात दिलाने वाली आपकी सोच के लिए।
४) दिल्ली की हवा को फिर से प्रदूषित करने की सोच के लिए।
५) मुझे समझ नही आता की पेट्रोल की कीमतें नही बढती फिर भी बसों के किराये मैं इतनी वृद्धि।
६)काश शीला आंटी आप के पास कुछ सोच होती, कहीं एक तरफ़ आप रास्त्रमंडल खेलो के लिए बड़ी बड़ी सड़कें बनवा रहीं हैं, कहीं उनपर ट्रैफिक बढ़ाने के लिए पब्लिक ट्रांसपोर्ट महंगा कर रहीं हैं।

RTI at JNU

            Jawaharlal Nehru University,

            New Delhi 110067.

 

Subject: Application under Right to Information Act 2005.

 

I made a complaint regarding ban on tobacco products inside the premises of the University with my letter dated 24th Aug 09 and reminder dated 7-Oct-09 (copies attached) but no action has been taken so far. (Mention receipt number here)

Please provide me following information with respect to same:

1)            Please indicate the daily progress made on my complaint so far. i.e. when did my complaint reach which officer, for how long did it stay with that officer and what action did he/she take on it during that period?

2)            Please give the names and designations of the officials, if any, who delayed taking action on my complaint.

3)            What action would be taken against these officials for delay? By when would action be taken?

4)            By when would my complaint be dealt with?

5)            Please tell that how many shops in or with in a radius of 100 (one hundred) yards of the JNU and are still selling the tobacco products.

6)            How many Cannabis or Ganja plants have been there in the premises of each or within a radius of 10 m of the hostel?

7)            What are the guidelines in the regard of sale of tobacco products in University by UGC?

8)            How JNU administration ensures that guidelines by UGC (stated in point 7) are followed and cannot be disobeyed at any point in time?

 

I also, wanted to know following regarding construction labourers. Please provide the following information for the same.

9)            How many labourers are there (including labourers hired by contractor)?

10)        How many of them are women?

11)        From which date they are working for/at JNU?

12)        Who is the ultimate employer (that will give them wages) in case of labourer hired by contractor?

13)        What wages they are getting?

14)        What are the guidelines for providing any kind of welfare of children of the employees by government?

15)        What steps JNU administration has taken to follow these guidelines in case of construction labourers?

16)        Are their children provided of school / aaganbari?

17)        If answer of 16) is yes how many teachers are recruited for that?

18)        Where the school/ aaganbari are running?

19)        Please also tell how many minors are working in various shops at JNU.

20)        What are the guidelines for child labour?

21)        What provisions have been made to ensure that guidelines of 20) should get followed?

Please also answer me for the following.

22)        What is the procedure, eligibility, requirements to apply for a course offered by other Centre of the University?

23)        In SC&SS, what is the basis of evaluation of presentations of MTech I Sem?

24)        Is there any kind video recording possible? So that a student can get where he needs more improvement.

25)        What is the procedure for a research (MPhill / MTech / PhD) student to take a Guide/Supervisor from other Centre/University, in case subject expert is not available in his own School/Centre?

26)        What are other University/Institutions with whom a research student can take supervisor?

27)        Please tell how many vacant rooms are available in different hostels during the period 5-Aug-09 to till now (month wise description)? Also tell the how many allotments are made each month during the same period.

I am separately depositing Rs. 10.00 as application fees.

Like Daily

Like daily, today too I went to SSS1 for lunch. But today I was somehow caged with the memory of Dilip, a friend, working at dhaba, who does not have time to study, to come to me. He starts working in the morning perhaps at 8:00 and cannot be freed till 11:00 in night. I knew him when he came here at age of 12 years, I was doing MCA. Generally I used to tell him about games in computer. One day I saw him sad, I asked him, and a sad story came out of his mouth soaked in his tears. That his father had started drinking, that his mother had to work from door to door, that they had no money left and that he has come here to work. I tried to give him something, that I can, but he did not accept. Even in such position I left him, left for the job at a multinational, but that was more of showcasing myself in others almirah.

I came back at this place, I found him working for another dhaba, now aged 15 years, not knowing what he could do, not knowing what he was doing. I asked him to give sometime to me, so that I could give him what could give him better tomorrow. Few days he tried and finally rejected my help, my idea of educating him. He never told me why, why he rejected, why he left me questioning myself. My heart still pounds when I remember him. His face is no different than others of his age. All the faces that encounter me are questions to me. They daily asks me questions and a lot of questions and I am still finding the answer if I may. What can I do, what was my mistake, why only I am thinking of such things so emotionally, why not the dhaba owners think in the same way? But the god has generated an environment to see such things to happen and left me bearing the burden of all such thoughts. How cruel is the god, to me and to them. He didn’t give me power and money to them.

Junk/Bakwaas

This is first time I am writing any clarification, but I think its worth writing here, simply because its my blog. And I am free to write here. Before today the word bakwaas and junk for me are very good. I took them from the mail groups in companies where people write about something that may be ignored for sometime and has a evergreen effect. That means no matter when you read, it never loose its value, taste.
Sometimes, if you are wrongly taken, and words from other side are so harsh that people loose the meaning or intent of your words. I am not a novelist or a literary person, who may write the things in very beautified manner. But still I hope there may be ways for me to put the things in a manner that has scope of discussion rather than passing offensive remarks to others.
To me what JNU_SCSS or jnujems meant?
Answer to this may be simple to me, but i cannot think that a group can go with what one wants. Still I am writing for my sake only. When this idea put before me, I was very happy. It gave me a way where people can share their knowledge, where we can share the positive energy, energy that I never felt in the corporate environment.
I feel a positive energy when there is something, a alumni meet, a intra- or inter- techfest. A lot of thanks to the people who managed them and I wish for all those who will manage them in future.
Since we love JNU, it was an opportunity before us where we can built up a relationship of trust with newcomers. Life is big and so our family must be so that we can extend hand of friendship where we can work for us as in case of Shiv Prakash Tiwari. I thank all those people who put their best effort to get him back as he was.
As, we are expanded into variety of jobs. We need here to nurture multifaceted performers. So that our people may not find it difficult to en root themselves wherever they want. People like Aditya (working for Climate Change Project), Deven(working for embedded systems, perhaps only one of us who is working in the field) who at least thrown a mail to share their ideas. I thank them.
I knew whats the pain a person feel when he is dropped in an environment where more than him a business is important. Your ideas tend to be thrown into bins. Just because you have lesser alumni strength, just because they haven't heard your insti's name.
All this is in process and people like Amit have put fare effort to institutionalize all these things.
But now the time has changed from previous few incidences we have come to a point where we have started, we lead the group to a path where alumni group was, a dead, non interactive, job posting group. I soon may have to abandon it, if the situation continues.
Although the mail is not meant for anybody and still for everybody in SC&SS, JNU, whom I love most and I am indebted to it for providing me a good family of friends.

When a HR's soul went to heaven

One day while walking down the street a highly successful Human Resources Manager was tragically hit by a bus and she died. Her soul arrived up in heaven where she was met at the Pearly Gates by St. Peter himself.
"Welcome to Heaven," said St. Peter. "Before you get settled in though, it seems we have a problem. You see, strangely enough, we've never once had a Human Resources Manager make it this far and we're not really sure what to do with you."
"No problem, just let me in," said the woman.
"Well, I'd like to, but I have higher orders. What we're going to do is let you have a day in Hell and a day in Heaven and then you can choose whichever one you want to spend an eternity in."
"Actually, I think I've made up my mind, I prefer to stay in Heaven", said the woman
"Sorry, we have rules..."
And with that St. Peter put the executive in an elevator and it went down-down-down to hell.
The doors opened and she found herself stepping out onto the putting green of a beautiful golf course. In the distance was a country club and standing in front of her were all her friends - fellow executives that she had worked with and they were well dressed in evening owns and cheering for her. They ran up and kissed her on both cheeks and they talked about old times. They played an excellent round of golf and at night went to the country club where she enjoyed an excellent steak and lobster dinner.
She met the Devil who was actually a really nice guy (kind of cute) and she had a great time telling jokes and dancing. She was having such a good time that before she knew it, it was time to leave. Everybody shook her hand and waved goodbye as she got on the elevator.
The elevator went up-up-up and opened back up at the Pearly Gates and found St. Peter waiting for her.
"Now it's time to spend a day in heaven," he said. So she spent the next 24 hours lounging around on clouds and playing the harp and singing. She had great time and before she knew it her 24 hours were up and St. Peter came and got her.
"So, you've spent a day in hell and you've spent a day in heaven. Now you must choose your eternity,"
The woman paused for a second and then replied, "Well, I never thought I'd say this, I mean, Heaven has been really great and all, but I think I had a better time in Hell."
So St. Peter escorted her to the elevator and again she went down-down-down back to Hell.
When the doors of the elevator opened she found herself standing in a desolate wasteland covered in garbage and filth. She saw her friends were dressed in rags and were picking up the garbage and putting it in sacks.
The Devil came up to her and put his arm around her.
"I don't understand," stammered the woman, "yesterday I was here and there was a golf course and a country club and we ate lobster and we danced and had a great time. Now all there is a wasteland of garbage and all my friends look miserable."
The Devil looked at her smiled and told...

The clocks ticks faster and faster and our responses are slower and dull.I am not trying to start a story about a ghost, but just want to tell you that we are sleeping and we are spreading hoaxes just by clicking a mouse button. Yaaa... I want to talk about elections and the Rule 49-O.

Subject: Rule 49 O of the Conduct of Elections Rules, 1961- exercise of option by the voters – Impact on the election result.

It has been brought to the notice of the Commission that various misleading reports are being circulated though the Press, the electronic media, emails and through SMS to the effect that if the number of voters who choose to exercise their option not to vote for any contesting candidate as provided in Rule 49-O of Conduct of Elections Rules, 1961, exceeds the margin of votes secured by the winning candidate over the runner up, this will invalidate the election and a repoll will be held. It is clarified that under Rule 49-O, the voter has an potion not to vote at the election after he has been identified at the polling station and his name has been registered in Registers of voters (Form -17A). The Presiding Officer shall thereupon make a note to that
effect against the name of that voter and obtain his signature (thumb impression in the case of an illiterate ). In such case, the voters who exercise the option of not voting at the election under Rule 49-O would only be deemed to have abstained themselves from voting and under the law, the candidate who secures highest number of valid votes polled, irrespective of his winning margin, is declared elected.

The Election commission, since 2001, has submitted two proposals requesting that a separate option to this effect be provided in the electronic voting portal itself. Nothing’s moved so far! But our point is, if it can get that simple and we do have a sizable number of people using the option, can’t we file a petition requesting an amendment be made to Rule 49-O?
